Yes, an Android smartphone with an internet connection. Where a family does not have one, schools usually keep a printed copy of important circulars available at the office. In practice the vast majority of parents are already on a smartphone.
Can more than one parent see the same child?
Yes. Credentials can be issued so that both parents, or a guardian, can follow the same student.
Is it only for large schools?
No. Pricing is per student per year, so a school of 200 pays proportionally to a school of 2,000. Institutions of every size use it.
